My steam vessel "MASCOTTE", 3089 tons gross, on voyage hence to Kobe without cargo has called at Hong Kong. I am from there informed by telegram that vessel has been detained pending instructions from your department.
This vessel is consigned at Kobe to Messrs Semuel Samuel & Co, a responsible British Mercantile Firm, who have authority in their discretion to sell the vessel for Mercantile purposes but not to the Japanese Government.
We therefore give you notice that we shall claim damages for this illegal action taken by the Authorities at Hong Kong.
